It used to mean Fast Rope Insertion/Extraction System - probably still does.

Never had to do it (the extraction, that is - insertion is pretty much bread-and-butter) in anger, or even in a fit of pique, but the unusually adventurous people we used to support rated it alongside parachuting as a skill they had to have but didn't care to practise more than was necessary.
