Anyone know the regulation answer?

When operating under 135, should there be a rest area provided at the base???

Part 135 doesn't address this. It depends on the situation. The company doesn't have to provide a rest area at all, but it may be economically beneficial to provide one, depending on the circumstances. Legally, the company can mandate that pilots live locally, or provide their own rest area. There just has to be a rest period, no other requirements that I know of. Some companies care more about safety and employee satisfaction than others.
