long line stretcher spin up

Doing some work on a risk analysis for long line vs hoist for rescue ops over land. Some time ago I saw a video of a patient and paramedic have a very bad spin up on a long line possibly under a B205 or Huey operated by US police unit.

The paramedic suffered serious leg injuries as they were lowered still spinning onto the ground as it was the only way to put them down. Cable got to around 45 degrees to the horizontal.

anyone have a link or know anything about it.
