Exclamation Heliport Question

Dear Rotorheads,

I think this is my first post in the Rotorhead forum. I hope you can tolerate a question from a non-rotorhead without taking off vertically in disgust.

Do heliports for commercial use require to have a state or ICAO code? I came across the heliport in Vatican City and noticed that this heliport does not seem to have an identifier although ICAO has associated the airport code LI for Italy, San Marino and Vatican City. If the Papal air fleet has it's own country registration (HV), call sign (volo papale), surely the only heliport in Vatican City must have an identifier...?

None of the 50+ plus helipads in Mexico City have an ICAO designator.
