Keystone assigned registrations

Can anyone tell me at what stage in the build Keystone assign N Numbers to the S76 airframes ?.
I see N numbers N762L through N792L assigned to serial numbers 760762 through 760792 all shown as registered to Keystone.
It would seem a large number compared to annual production ( about 50 per year ).

30 N numbers issued and 50 aircraft per year production rate......sounds like they are short 20 numbers then.
