Which country do you think is easist to get a AOC (Operator's Certificate)?

Easiest way...
Well, can't tell you which country is the easiest way to get one but Germany is definetly the easiest country to do commercial pax/cargo transport without one ... and to get away with it
On the other hand it`s hard to get one and to keep it.
