Mission Pressure - HEMS Operations

I’m helping with a paper discussing potential mitigation methods for operator/mission pressures during flight operations. I’ve heard a rumor that the SAR/HEMS industry (or perhaps individual operators?) have developed objective methods of preflight risk assessment and dispatch minima to remove the effects of perceived pressure (internal and external) and also reduce instances of dispatcher shopping. Would anyone be able to either share or direct me to a description of these programs?
