Heli training from non licensed places

Hey Guy's, I'm sure i read a thread in here begining of January saying that the CAA were having a meeting, in January, to discuss the possibilities of helicopter training, being allowed to take place outside of licensed airfields?
Has anyone heard anything about this since?

you can be sure that if it makes sense the suits wont do it They would be failing in their duty to slowly throttle private flying ...
