I wonder if the cause of the accident has anything connection to the term Loss of Tail Rotor Effectiveness (LTE) which is caused by operating at very low speeds.
Robinson have made reference to the dangers associated with slow flight photography where the pilot can focus too much on the target, and not on the flying. I'm not a heli expert but here's a video that has been on other forums showing how LTE can occur and look like tail rotor failure.

The problem her is that the R-44 pilot (i`am bean told) was a 50-hour ppl-h pilot that was flying a photo mission with 3 pax on board. He did find him self in a tail wind, 0 speed and the helicopter started spinning…he had not the experience to get him self out of the situation.

Oh my goodness
I do hope that if it was found to be a paid for job that the regulations are not too severe on him for that country.
He has had rather a hard knock already.
