Anybody knows how operate the Northern Ireland air ambulance(s)??

Are you sure there is one?

The last time I was over there, there was some talk of a charity being set up, but I had not heard that it had started.

As far as I know there should be one in the Belfast area. Another one should be set up from Enniskillen, the last time I was at Sloanes (2 months ago) they had a fully equipped 109 ready to go. (but it was going to be leased, so not operated by them)
