CAA FTO and RF differences

Howdy folks, just a simple question or confirmation.

Is the difference between a Flight Training Organisation (FTO) and a Registered Facility (RF) that the latter may only train for PPL?

Also, are the instructor requirements the same as both?

In other words, does there have to be a CFI for both and the requirements the same, being as per JAR-FCL 2.055 Appendix 1 (A CFI to have 1000 hours pic, 500 instructional)

If there is something on CAA website that explains this, which I have missed, drop me the link?

Oh, maybe its not so simple afterall...well, it does involve both the CAA and the JAA...
