Mexico XA Can I Fly?

Is it possible for a Canadian CP to fly an XA helicopter in Mexico.
I have been getting conflicting stories. Some say if you get your FAA CPL then Mexico DGAC will rubber stamp it.
Then I hear that you cannot fly a XA helicopter in Mexico unless you are a Mexican national.
Then I hear that they will grant exceptions if you can prove a need / shortage / specific expertise.

Long story short - I have been offered an opportunity to fly a XA Registered Corporate machine in Mexico.
Just trying to figure out how to do this ....
