The NTSB also recommended that the FAA require medical flight operations to develop programs to assess risks such as those presented during nighttime flight; those posed by the weather and by spatial disorientation. Aircraft also should be equipped with night-vision goggles and crash-avoidance systems, the NTSB said.Meanwhile, PHI announced plans to install night vision goggles on its aircraft in Indiana.
