Question FAA / CAA / JAA

I have discussed the JAA/FAA/CAA licensing requirements with many people and there always seems to be a different opinion or answer with regards to converting.
The JAA website has a lot of info in it but it doesn't really say "This is what's happening and it happens on this date" what really is going to happen?. It seems that it is a lot easier to convert a European license to JAA than it dose to convert an FAA license. Why?

Because the JAA is the CAA. Basically
all the CAA offices in Europe are under JAA
control, so to speak. The JAA doesn't recognize FAA certificates, only CAA ( EU
member countries and Norway, Schweiz etc ).
