FAA weather advice puzzler

today I was looking at a pamphlet titled "Summer weather information for pilots" it contained various pointers on weather considerations during the summertime. The information was only applicable in the northern hemisphere.
One of the points was "Check the winds at 18,000 feet(500 milibar level) If they are southwesterly, you can expect storms to form." I asked my instructor to explain why this was and he had never heard of it before and couldnt explain it, niether had anyone else at the flightschool. Is this because we were all helicopter pilots with little understanding of high alt. weather? Or can someone explain this one. I really appreciate any insight as now the whole entire school is puzzling over this one.
