90 Day Rule
I believe that in order to carry passengers as a PPL(H) you need to stay "current" and comply with the 90 Day Rule i.e. make 3 take off's and landings within the last 90 Days. Question: What constitutes a take off and landing? e.g. Can a heli pilot "boot up" the helicopter, lift to a hover, land and repeat it twice more to comply with the 90 Day Rule? Or do you have to transition to flight?

Usually circuits, which may be quite short, but the transition and let down iis part of the TO and Land.

Can a heli pilot "boot up" the helicopter, lift to a hover, land and repeat it twice more to comply with the 90 Day Rule?
It's a perennial question. I don't have the book to hand, but it does more or less define precisely what is required, and I seem to remember mention of words like "transition" and "500 feet", though I may be wrong on that.
Basically, do the circuits - proper ones.
In Australia (from the Regulations):
(1) A commercial (helicopter) pilot must not fly a helicopter as pilot in
command if the helicopter is carrying any other person and the pilot
has not satisfied whichever of the following requirements is
applicable:
(a) if the proposed flight is to be undertaken in daylight—the pilot
has, within the period of 90 days immediately before the day of
the proposed flight:
(i) carried out at least 3 circuits while flying a helicopter as
pilot in command or as pilot acting in command under
supervision, or in dual flying; or
(ii) satisfactorily completed a helicopter proficiency check; or
(iii) passed a flight test conducted for the purpose of the issue of
a helicopter pilot licence or the issue, or renewal, of a
helicopter pilot rating;
(2) For the purposes of this regulation, a person carries out a circuit while
flying a helicopter if the person:
(a) takes-off in the helicopter from an aerodrome; and
(b) flies the helicopter around the aerodrome in accordance with the
traffic pattern for the aerodrome; and
(c) lands the helicopter at the aerodrome.
(3) In this regulation:
aerodrome means a place that aircraft may land at, or take off from, in
accordance with regulation 92.
Same thing applies for night, but they must be done at night.
It also applies to PPL and ATPL.

Doesn't LASORS Uk specify "full stop" landings?
On and after 1st July 2000, he shall not fly as pilot in command of such a helicopter carrying passengers unless:
(i) within the preceding 90 days he has made three circuits, each to include take-offs and landings as the sole manipulator of the controls of a helicopter of the same type; or
(ii) if the privileges are to be exercised by night and his licence does not include an instrument rating, within the preceding 90 days he has made three circuits, each to include take-offs and landings by night as the sole manipulator of the controls of a helicopter of the same type.
(i) within the preceding 90 days he has made three circuits, each to include take-offs and landings as the sole manipulator of the controls of a helicopter of the same type; or
(ii) if the privileges are to be exercised by night and his licence does not include an instrument rating, within the preceding 90 days he has made three circuits, each to include take-offs and landings by night as the sole manipulator of the controls of a helicopter of the same type.
