As a long ago retired mountaineer ( climbed all over the world ) part of the thing is risk and being properly prepared to climb the 8000m peaks. If there is a safety net of a B3 then more people will climb and ironically more will die. Same scenario as the first use of tin helmets in WW1, the medical system was overwhelmed and broke down !
