Ryanair B738 c.g. restrictions?

A colleague flew FR STN - Nimes - STN at the weekend. Aircraft full both ways except for rows 1 and 2 totalling 9 seats which were roped off. CC said that this was due to c.g. reasons. Seems strange to me that c.g. is a problem on a one hour sector with an otherwise full pax load. Can anyone explain this?:

Ryanair use a "quick and easy" simplified manual loadsheet and standard baggage loading plan. This speeds up the documentation (and keeps costs down by not paying for computerised loadsheets), but requires specific passenger distributions for specific loads.

Cabin Crew have a procedure which effectively says
"If pax load is between x and y, block rows 1, 2, and 3" etc. etc.

It also helps us to always get the CG rearwards to save fuel instead of forward.

Its not the case here but for the best take off performance the MAC has to be 20% or greater.
