USA to UK non-stop?

I apologise in advance if this seems a silly question. I hope this is the correct forum for it. Here goes:
When an AC is being delivered eg a B737 from USA to UK, is it permitted to fly from the Boeing factory to say London non stop? Does it not have to be ETOPS rated?
I assume the flight would have only pilots on board so more fuel could be uploaded. Therefore in theory could a 737 fly non-stop from US to UK?

Don't know about the range - I'm sure there are plenty of 73 drivers who could answer that.

As for ETOPS - when a flight is non-revenue for example ferry flights, maintanance, air testing, display etc the rules relating to the flight are different. I would imagine that ETOPS only is required for passenger ops.
