Category C Handling Speed Limits

B737 (Category C) on initial and intermediate segments of approach is covered by a speed range of 240-160 knots.

Does this in turn, mean that the pilot must maintain at least 160 knots until reaching the final approach fix or point? As the final approach fix is often the outer marker situated at 4 miles, then if 160 knots in fact is a lower speed limit until reaching the FAF, does this not mean that the aircraft cannot be stabilised by 1000 ft IMC - a Boeing recommendation?

Question therefore is: Request correct interpretation of the 160 knot lower speed limit to the FAF on cat C aircraft.

CAT C has nothing to do with intermediate approach speeds, CAT A,B,C,D and E are all referenced to threshold speed.

CAT: A speeds up to 90KT IAS.
B speeds from 91KT to 120KT IAS.
C speeds from 121KT to 140KT IAS.
D speeds from 141KT to 165KT IAS.
E speeds from 166KT to 210KT IAS.

The speeds you have quoted from PANS OPS are for procedure calculations, particularly for the construction of obstacle protection areas when turns at fixes are involved. If you are required to fly at a lower speed then that's just fine - it's the upper limit that is potentially more restricting (for the procedure designer anyway).
