ILS CAT 2 minimums

Hi guys,
If there is no radar altimeter or if it malfunctions during approach, we cannot perform an ILS CAT 2 approach. In this case, why is DA(H) information included on the approach chart?

Maybe some other airlines around the world can do Cat2 ILS with baro minima?

Still extant Oriental airline did that regularly on HKGs IGS. 732 often landed when every other outfit was off to TPE or CAN. Not a peep from CAD about it.
