Moving a disabled aircraft

I was looking at the UK AIP and I noticed for one large airfield that operators must have a confirmed contract for aircraft recovery. Aircraft recovery arrangements must be submitted to …… Airport Ltd.Which companies in the UK offer this ? I would have thought that it would have been the airport fire service.
