License transfer: Malta or Ireland

Hi folks,

I am required to transfer my license .
Anyone have any recommendations in regards to which licensing authority to choose between Malta and Ireland?

Malta seem to answer questions quicker and fees seem lower.

I have found the Maltese CAD to be helpful and responsive, without unnecessary delay. Have also heard good things about the Austrians. No direct knowledge of the Irish.
