Are Chinese airlines allowed to operate ACMI Contracts/aircraft from US and or EU Airlines?

Operating an aircraft of a non-EASA carrier in EASA lands by means of wet leasing is restricted by anti-dumping legislation. I.e. it's only allowed if an equivalent aircraft is not offered by an EASA carrier. Which was almost never the case even in far better times due to the abundance of European ACMI companies who don't mind having more aircraft than they can utilise year-round because their aircraft are mostly old and with very low fixed costs.
