Holding Fix - distance based vs. time based

Hi Every one,

I have a small question about the definition of the holding fix in a time-based holding.
From ICAO Doc 8168 Vol II Part II - Section 4 - Chapter 1 - 1.4.2 VOR/DME system requirements, I understand that the passage over the VOR/DME station shall not be used to define the holding fix. Since the tittle of the paragraph is refers only to VOR/DME, I assume this limitation is only applicable to distance-based holdings.
I do not find similar criteria in the Doc 8168 for when then the holding is defined by time. Can I assume that, in a time-based holding, the holding fix can be put overhead the navaid? Even if that navaid is a VOR/DME or a TACAN?
