PANS OPS approach speeds

I was reading up on some PANS OPS rules prior to a trip to a destination which operates under those rules and have a question about the approach speeds. Ie. A Cat D aircraft has a max approach speed of 205 kias. My question is when do those approach speeds apply? Is it at any time inside the IF, or just on final?

205 knots is the max speed for circling. Final approach speed is 130 - 185 and initial approach speed is 185 - 250. Initial approach speed applies up to the final fix, and the final approach speeds apply after the final fix.
