For staff travel to work properly your employer has to have agreements with airlines, then you can get reasonable discounts for SUB-LOAD tickets, otherwise, without agreements the best you can hope for is the kind of broad-brush agreement within the travel trade that will offer either 75% SUB LOAD or 50% FIRM tickets.
Now the problems, 75% Sub Load and 50% Firm are not cheap and are calculated on the basic fare, not any 'specials' that may be in force.

It is often cheaper to go on the internet and see what you can get, it will be a firm ticket but a lot cheaper than 75%/50%,
try http://www.travel.com.au or any local travel agent that deals in discount fares.

One of the better operators who offer good discounts are Emirates who fly from Frankfurt to Dubai and then onto Sydney and Melbourne, they are at: http://www.emirates.com

Best of luck.
