Airport Information (AOI) and arrival speed

Hi guys,

I'd like to ask a curiosity from a spectator, I saw on the AOI of MXP airport for arrival:
Speed 230 below FL100
Speed 200 over SOKBU/RIGON or in straight in approach at 20D
Speed 180 at 9
Speed 160 at 5

Are you expected to insert this speed restrictions on the MCDU and comply unless said by ATC or this speeds are only what you can expect and you don't have to insert in the MCDU.
I notice via Flightradar that sometimes planes below fl100 are at 230kts, and SOKBU/RIGON at 200 is written only in RNAV STAR

These are speeds that should be flown unless ATC give something different or give no restrictions. It isn't necessary to input the speeds to the FMC but it is useful.
