Definition "equivalent document".

Good afternoon I have a question about FCL 010 definitions Multi pilot aircraft: for helicopters, airships and powered-lift aircraft, it means the type of aircraft which is required to be operated with a co-pilot as specified in the flight manual or by the air operator certificate or equivalent document.
What does mean "equivalent document"?

I am guessing that "equivalent document" might refer to a Part-SPO authorisation (ORO.GEN.110) or Part-NCC declaration (ORO.DEC.100).
