Other States Adopting SFAR 88 Fuel Tank Inerting

Hi, not sure if this is the best place for this but here goes...

My brother is involved in the heavy aircraft leasing business. They have a bunch of Airbus a/c, some without the fuel tank inerting system. Someone at his company has told him that "some other countries use FAA regulations" and thus these aircraft would not be available for lease in these countries or to airlines that operate in these countries. Problem is, no one can name these countries.

I know from flying all over creation that even though a state is an ICAO signatory, they can kind of pick and choose their own air law. I have no experience on the maintenance and regulatory side of this, nor can I find reference to it on the interwebs.

Can anyone provide a source to find what states (other than the US) require FTIS or have adopted or plan to adopt the FAA SFAR 88?
