VFR flight policies? IATA?

Just spent the past hour Googling trying to locate a copy of the International Air Transportation Association's policy regarding operation of part 121 aircraft under Visual Flight Rules. No luck...Please help!

What specifically are you looking for, and shouldn't that be ICAO rather than IATA?

FAR 121.611 says it can be done if terminal and enroute weather are reported and forecast to be VFR. However, OpSpec C077 generally restricts VFR operation to terminal areas.

In practical terms, any jet and most turboprops will be IFR to get above FL180 for fuel burn reasons.
