Question America to open up skies?

Watching CNN out inAsia, there has been an item appearing in the scrolling text bar that said something like "America releases proposals to open up high level skies, more flights possible"
Despite listenning, I haven't heard anything from them to expand upon this news item = does anyone here know anything?
