According to the Jeppesen legend, they are displayed when specified by the State.
Maybe India doesn't specify the IAF when it's the overhead.

India states that it complies with ICAO doc 8168 for approaches.
3.1.1.1 "In the initial approach, the aircraft has left the en-route structure and is manoeuvring to enter the intermediate approach segment"
3.2.1 " Where no suitable IAF or IF is available to construct the instrument procedure in the form shown in Figure I-4-1-1 [shows a straight in approach], a reversal procedure, racetrack or holding pattern is required. "
Aerocat-which aerodromes? I've looked at a few my charts and no reversals show the IAF overhead.

Thank you all for your replies. But the question remains unanswered.
VARK(ILS 23), OMFJ(VORX or VOR W RWT 29), VGHS (VOR RWY 32) are some charts where the VOR/NDB are not marked as the IAF.
Whereas KOBK (VOR-A), YBRM, YMAV all have IAF marked for reversals, procedure turns.
