Arrow thrust reverser

i am not sure about the physics about thrust reversers. i understand that they redirect engine thrust forwards. now the engine sucks in air from the front and the reverser resends this air to the front. shouldn't the forces balance out and thus produce no net braking action?obviously i have gotit wrong ...can someone explain the logic?
