RNP AR Airspeed or Groundspeed limit
The plates quote minimum and maximum speed for this type of approach (I believe the max speeds are normally to prevent excursions beyond the lateral limit). If so does this relate to groundspeed rather than IAS. Can’t find this anywhere? Thanks in advance.

KIAS. True airspeed and historical omni-directional winds are part of the design criteria.

For the US, FAA Order 8260.58A, Page 1-13 (for IAS to TAS) and Appendix A for historical winds. The order is on the FAA's website.
