Question Low vis fuel info

Speaking to a Skipper this morning who had a fleet office inquisition as to why he offloaded pax to take the company std low vis fuel allowance.
The situation was that the cloudbase and vis were forecast to be below his destination airfields threshold for low vis operations.
Management pilots response along the lines of you only take low vis fuel if the forecast is below cat 1 minima.
Anyone got any info on the regs or your company SOPs?According to our high paid help these are BA guidelines????

Thank heaven for a company that still lets captains make decisions! The recommendation is that if the airfield is likely to be using low-vis ops, then an extra thiry minutes fuel should be carried to allow for extended holding. That said, generally, providing common-sense is used, captains are allowed to get on with it. "Train them, wind them up and let them go"
