Anyone understands all this ?

Do you need to have a current LPC/OPC on the rating to transfer from JAA to EASA ?

It's a worthy effort but the important bit is in the first paragraph. It's a best guess as of now and subject to (likely) change.

I have serious doubts as to whether anyone fully understands everything about what EASA is about to do to us, not even EASA who appear to writing rules on the hoof.

We're all doomed I tell ye Captn.
