Sightseeing flights in EASA States (A to A operations)

Hi All,

Aerial sightseeing flights (A-to-A flights) are aerial works or commercial air transport???? How these flights are regulated in EASA States? I am familiar that there are some alleviated requirements for A to A operations of class B aeroplanes according to the Appendix 1 to OPS 1.005(a) but I want to know how these alleviations are incorporated in legislation of the EASA States? Can you give me examples or links to the relevant information?
I ask this because our CAA wants to change the law and operators conducting sightseeing flights should comply with all the requirements as the big airlines.
Also does anybody know how sightseeing will be regulated in the new EASA legislation after April 2012?
