What is generally considered to be the better of the two.

Is it true that all A320's are controlled using the tiller?

All large aircraft use a tiller for nosewheel steering while on the ground.
There is no better between the tiller and pedals, just different.
On the 767, the pedals will move the nosewheel 7 degrees each way, while the tiller will move it 67 degrees each way.
You can see which one will provide greater control.
