Under what circumstances may a commercial pilot undertake a charter flight (consider AOC, a/c maintenance, and pilot licence requirements) ?
What is an ICAO identifier for an aerodrome?
What are the hazards to navigation a pilot is required to report?
IF POSSIBLE WHAT CAR'S & CAO'S COULD THESE BE FOUND IN OR AREN'T THE IN ANY?

The specification of any flight must be covered by the AOC of the operator. The AOC covers everthing from allowed routes or areas of operation to aircraft types and specs, pilot qualifications and experience etc. It is a very comprehensive document. An ICAO identifier comprises 4 letters, the first 2 letters refer to the nationality (EG for UK airports, eg EGHI, Southampton, UK. Hazards to navigation which should be reported include such things as hazardous weather phenomena, wake vortex, significant birdstrike hazards, volcanic ash etc, the list continues.
Sorry this is rather broad-brush, someone else may be able to put in some more detail on these subjects.
