JAR CPL/A/R IS IT RESTRICTED?

Question JAR CPL/A/R IS IT RESTRICTED?

According to CAA document 10D/2/22/28 Issued 27 March 2000,which im reading from,the wording they said they were going to put on the said license was
:VALID for flight in United Kingdom registered aircraft.As this license does not fully comply with the requirements of JAR-FCL,the holder is not entitled to the automatic regonition accorded to a JAR-FCL license.Permision must be sought from other JAA member states prior to exercising privalages in aircraft registered in those member states:

In my hand i have my JAR/CPL license.My blue book front page is entitled

JAR-FCL COMMERCIAL PILOT LICENSE[AEROPLANE]
1st page=
JIONT AVIATION AUTHORITIES
COMMERCIAL PILOT LICENSE[along with the CAA logo]
PG 3=TYPE OF LICENSE=CPL[A]
HERE COMES THE FUNNY BIT
BYAPPLICATION OF JAR-FCL 1.015[a][1],the
license holder is entitled to exercise license privalages on aircraft registered in any member state of the Jiont Aviation Authorities.A document containing a photo[passport i expect]shall be carried for purposes of identification of the license holder.
On the same page xiii[remarks] pertaining to any restrictions applied to the license it bears
NO ENTRIES,THEREFOR NO RESTRICTIONS
There is not one single mention anywhere about any restrictions of any nature.
The other pages carry my ratings SEP/MEP etc
and renewal dates etc.
So what am i to make of that?
It does not appear to be a restricted license at all.Have the goal posts been moved?
