Talking Regional Airports wake up to low cost?

Ryanair are about to restore their DUB/LBA back to 3 times daily. This was dropped due to the low startup costs being withdrawn down to a single rotation, effectively loosing the Airport about 100,000 pax/year. Are the regionals finally waking up to the future dominance of low cost, or are Ryanair just looking for somewhere to fly all their new shiney 737s to?
