Is the ceiling minima ?
English is not my mother tongue. So I have some difficulties in understanding some commencements of JARs. Accordingly my question is "Should the reported/forcasted ceiling be taken account as Aerodrome Operating Minima (AOM)at the planning/approach phase of the flight for a precision/non-precision approach at the destination/alternate aerodrome?" For example: can a flight be dispatched even the METAR/TAF ceiling (cloud 4 octa 8 or more= BKN or more)is below the published precision approach minima. I will be very happy if someone can enlighten me on these issues.

As I understand JAROPS, no. Legally you only need to consider the actual/forecast Vis or RVR to decide whether an airfield is permitted for destination or alternate planning.
However, whether you actually look at the Forecast ceiling for your own planning purposes, particularly if using anything less than CAT 3, is a different matter (I would).
