UN Aviation Contracts

Hi,
I was wondering if anybody out there has any experience on the bidding and selection process for UN aviation contracts. I flew UN contracts in the past, so I know the lifestyle; however I am trying to put together what the process entails for a company to get involved in the bid process.
When I go to the UN procurement website, I am able to see the current offers for bid and the past bid awards. For example, there is a MI8 helicopter bid awrded last year. Next to the award, it states NTE amount 7,000,000 dollars. I assume this means "not to exceed", but I need somebody to explain. I understand most contracts are dry lease.

Any info. is appreciated.
