Bcmg 0910 -ra

Today i was doing CPL exam. Small question. Does this BCMG 0910 -RA mean light rain is expected btn 0900 and 1000 inclusive or exclusive? Thanx

BECMG is a gradual change over the time period - in this case 0900 to 1000. So, at an unspecified moment between 0900 and 1000, -RA will begin.
