Line skills test and the caa

Hello all, Im converting my FAA ATP to the ATPL, I have all the exams and required paper work completed, I will be doing this in a Level D sim of the plane im typed in.... however now If I want to complete the whole conversion I must pay the caa 729 pounds only to get "approved" for the conversion and then I must work out some deal with the caa inspector or who ever for there compensation, I read somewhere this is capped at like 4,000 pounds which is crazy but has anybody dealt with a caa inspector before on this matter? I have been thinking about getting a Spanish atpl instead but people were saying stay away but not telling me why? any thoughts thanks
