CS-OPS oxygen requirements

Hi,

Perhaps anyone can help me to interpret EU-OPS 1.770 oxygen requirements for pressurised aircraft.

Is the list intended to be used for pressurised aircraft, following a de-compression and MEA/MOCA/MORA, as appropriate, would be higher than 10 000 ft? Let's say the minimum safe altitude is 14 600 ft, you only need to fill up the oxygen bottles with an amount equal to what 30 % of the passengers need for the entire flight time at 14 600 ft? (Theoretically)

The list is not too difficult to learn, but I don't quite understand in which scenario to use it. Especially not the "10 % and 30 % of passenger" requirements.
