Well, a TAF is a Terminal Area Forecast of the weather, it covers a set period of time and gives wind direction and strength, any gusts, cloud cover, precipitation, temperature, visibility etc. and it will also give any expected trends or changes that are significant as well as any temporary aspects of the weather like fog and the possibility of it occuring, usually expressed as a percentage.
Not sure about the Long and Short form though.

Not wishing to be rude, but... three years on, three hundred posts, countless vociferous opinions on all sorts of things aviation related (mainly incidents/accidents)... and we're asking such an elementary question?
For the benefit of those who actually have a use for it, the answer is in Annex III of the Chicago Convention, as one would expect.

As another example, one I was using about an hour ago....(and not what I wanted to see, with a runway that's 14/32, but that's another story)
