Legal issues -Employment of Nationals Only In the EU

Not sure if this is the correct forum for my question? Please advise if it should be moved.

My question is : - Is it legal , in the EU , for a pilots union to demand that only their Nationals be employed on a permanent basis ?
If it is not legal to do so , how would one go about lodging a complaint in Brussels ? Is it also illegal for the said countrys Ministry Of Labour to side with the pilots union ?
This sort of behaviour would certainly not be allowed in the UK , but are there different rules for our continental cousins ?
If anybody knows of any EU legislation which could be quoted I would appreciate the info.
