Radio Certificate

Anybody outhere deal with a radio certificate problem. I recently converted my FAA ratings to JAA in Poland. At this time I cant claim my license due to not having a Polish Radio Certificate. UKE, the Polish authority that issues these certificates is very adamant about employing different rules to various people. In my case they want me to fly 15 hours in Poland, while the reg. states 15 hours in the last 12 months. If there is anyone outhere who has with this type of problem has a vialbe solution, your help is greatly apprciated
